EFP is supporting the development of an industry-facing Manual and Safety Checklist on decent work and occupational safety and health in recycling.
The manual is intended for recycling enterprises, aggregators, industry actors, employers’ organizations, training providers, government institutions and other stakeholders. It will provide practical guidance on workplace safety, decent work and risk prevention across recycling activities, with particular attention to plastics and PET recycling.
The accompanying Safety Checklist will provide a practical tool for workplace visits, self-assessments, training and improvement planning. It will help identify workplace risks and support stakeholders in prioritizing and tracking corrective actions.
The Waste to Worth (W2W) Project aims to strengthen the PET recycling value chain in Pakistan while promoting safer working conditions, decent work and improved livelihoods for informal waste workers.
Implemented in partnership with the International Labour Organization (ILO) and UNOPS, with support from The Coca-Cola Foundation, the project focuses on addressing occupational safety and health risks, strengthening worker participation and improving engagement across the recycling value chain.
As part of the project, the Employers’ Federation of Pakistan (EFP) is contributing to the development of practical, worker- and industry-focused resources that translate decent work and occupational safety and health principles into guidance that can be applied in Pakistan’s recycling sector, particularly in plastics and PET recycling.

Worker Safety Flipbook
EFP is also supporting the development of a Worker Safety Flipbook designed specifically for informal waste workers, collectors, sorters, recycling facility workers and other frontline workers.
The flipbook will use inclusive language and visual communication to make key safety and labour protection messages accessible to workers, including those with limited literacy.
It will cover practical issues such as safe handling and sorting, prevention of cuts and injuries, safe lifting, use of PPE, fire and traffic risks, hygiene, first aid, child labour and hazardous work, harassment prevention, grievance reporting and the importance of worker organization and collective voice.
Activities
Constituted to provide strategic direction, ensure effective governance, and guide the implementation of Occupational Safety related objectives.
EFP will conduct two technical consultation sessions to engage relevant stakeholders in reviewing sector needs, workplace safety concerns and the practical requirements of the Manual, Safety Checklist and Worker Safety Flipbook.
The consultations will bring together relevant employers, workers, government representatives, recycling-sector stakeholders and other value-chain actors to ensure that the knowledge products reflect the realities of Pakistan’s recycling sector.
EFP will undertake two field visits to recycling-related facilities or value-chain sites to understand actual working conditions and workplace practices.
The visits will focus on identifying occupational safety and health risks, PPE availability and use, workplace facilities and practical opportunities for improvement. Findings from the visits will inform the development of the Manual, Safety Checklist and Worker Safety Flipbook.
Based on desk review, stakeholder consultations and field learning, EFP will develop the two knowledge products to support safer and more decent work across the recycling sector.
The development process includes technical input, labour, legal, gender and child labour considerations, Urdu translation and plain-language adaptation, graphic design, illustration, editing and preparation of the final publication materials.
The products will be developed in English and Urdu and shared through the project’s stakeholder engagement and dissemination activities.
EFP will organize a stakeholder validation session to present the draft knowledge products and obtain feedback from government representatives, employers, workers, recycling and plastics-sector stakeholders and project partners.
A comments matrix will be used to record stakeholder feedback and document how the feedback has been addressed in the final products.
Following finalization, EFP will support the launch and dissemination of the Manual, Safety Checklist and Worker Safety Flipbook to introduce the resources to relevant stakeholders and encourage their use by recycling enterprises and other actors across the value chain.
The launch will provide an opportunity to share the project’s learning, present the knowledge products and promote safer and more decent working practices within the recycling sector.
